Jackie joined as Parish Clerk/RFO to Sedlescombe PC in October 2018. She is currently employed by the Parish Council for 18 hours per week as the RFO and Proper Officer.

Jackie is a qualified clerk (CILCA) and the council has decleared that it has the General Power of Competence (GPoC). The council will make a resolution at its May meeting in the year of the parish council elections if it still qualifies.

The GPoC is a legal power that allows an eligible parish council to do anything an individual can do, as long as it is not specifically prohibited by law. It was introduced under the Localism Act 2011 s1(1) to give local councils more freedom to act in the best interests of their community, rather than being limited to a fixed list of specific powers. A parish council qualifies for this power if it has a qualified clerk (holding an appropriate professional certificate) and at least two-thirds of its councillors have been elected (rather than co-opted), as set out in the Prescribed Conditions.
